Heat oil in a medium saucepan over medium heat.

Add water and salt; increase heat to medium-high and bring to a boil.
Remove from heat and immediately add lime zest and lime juice, fluffing gently with a fork.
Cover and let stand until fluffy, 10 to 15 minutes.
