Heat oil in a medium saucepan over medium heat.
Add water and salt; increase heat to medium-high and bring to a boil.
Remove from heat; let stand for 5 minutes.

Add cilantro, lime zest and lime juice; fluff gently with a fork.
Serve with lime wedges, if desired.
