Coat an 8-inch-square nonstick baking dish with cooking spray.
Whisk flour, baking powder and salt in a small bowl; set aside.
Beat in eggs, one at a time, until fully incorporated.
Reduce the mixer speed to medium-low; add the flour mixture, beating until just combined.
Add 1 tablespoon lemon zest, 2 tablespoons lemon juice and vanilla, beating until just combined.
Pour the batter into the prepared baking dish.
Bake until a toothpick inserted in the center comes out clean, 20 to 22 minutes.
Transfer to a wire rack to cool completely, about 30 minutes.
When the brownies are cool, spread the glaze over the top and cut into 16 pieces.
