check that when you gather the dough, you pinch it closed before rolling it into a ball.
Dust a work surface with 1 teaspoon all-purpose flour; knead the dough until smooth, about 3 minutes.

Cover the dough with a dish towel and let rest until ready to use.
Stir cream cheese, chives and lemon zest together in a small bowl until combined.
Place everything bagel seasoning in a separate small bowl.

Place 1 tablespoon water in a separate small bowl.
Preheat a 6-quart air fryer to 350F for 10 minutes.
Divide the dough into 8 equal portions, about 1 ounce each.

Cover the dough balls with a dish towel.
Lightly dust the work surface with the remaining 2 teaspoons flour.
Repeat the process with the remaining dough balls.
Evenly top each dough round with 114 teaspoons cream cheese mixture and about 2 teaspoons of the smoked salmon.
Enclose the filling by gathering all sides of the dough, rubbing the edges with water as needed.
Pinch the ends together and seal; pinch off and discard any excess dough.
Roll the dough in your hands to form a ball.
Return the ball to the baking sheet.
Repeat the process with the remaining dough rounds.
Whisk egg and the remaining 1 tablespoon water together in a separate small bowl until smooth.
Brush each filled dough ball with egg mixture.
(Discard remaining egg mixture.)
Dip each dough ball into the everything bagel seasoning, turning until well coated.
Return to the baking sheet.
(Alternatively, to bake the bagel bites, preheat oven to 375F.
Place the prepared bagel bites on a parchment-paper-lined baking sheet, spaced evenly apart.
Bake until light golden brown, 8 to 10 minutes.)
